"Higher education is the last block of the entire system, built on the foundations of basic and secondary education. The progress made by these blocks of the education sector, as well as their shortcomings (late entry, repetition, dropouts and regional discrepancies, with rural girls at a particular disadvantage), largely condition the performance of the higher education sub sector. There is little doubt that the low enrolment and completion rates at the upper secondary school level will have to rise, bringing more youth to the doors of higher education in the near future. No further expansion of higher education can be expected if the survival rates in general education remain at their current level, particularly if lower and upper secondary school dropout rates are not curbed. Similarly, as long as upper secondary education remains largely exclusive, there will be little that the higher education sub sector can do to improve its inclusiveness." (Kheing, et al. 2015)
Drawing valuable sources of information from articles and journal like, "A Reflection on the State of Education in Rural Cambodia Today (2017)," our scope of focus became clearer by looking at the groups with the highest risk. The review gave us a better picture of the issues lurking in the shadow of Cambodia which affect the student's outcome. The problem is the lack of qualified teachers, education consultation mechanism and high cost of education (shadow education and private education).
These courses solidified our scope of the beneficiary. The institution has decided to shift our attention toward, the students within the transitioning period from primary education to high school, when as the risks are at its highest.
